Budapest, 5 December 2025 – For 2026, the MNB has decided to keep the individual capital buffer rates of credit institutions identified as domestic systemically important (O-SIIs) unchanged. The capital position and strong profitability of systemically important banks are still adequate to ensure lending sustainably while complying with the capital buffers prescribed by the MNB. The capital buffers will continue to safeguard financial stability next year as well.

In its regular annual review of 2025, the Magyar Nemzeti Bank (MNB) identified the same seven banking groups as the previous year as systemically important (Other Systemically Important Institution – O-SII). For 2026, the credit institutions designated as O-SIIs and the applicable O-SII capital buffer rates have not changed as a result of the 2025 review.

Starting this year, the method of calculating the O-SII scores measuring systemic importance, which serves as the primary guide for the O-SII identification and the setting of individual buffer rates, has been complemented with indicators representing deposits from and loans to domestic real sector agents due to the changing structure and risks of the systemic importance of domestic banks (the updated description of the calculation method can be found at this link). The methodological adjustment does not currently modify the scope of identified institutions and the prescribed buffer rates, but it provides a more accurate picture of the systemic importance of individual institutions in the domestic financial system. The capital position and high profitability of systemically important banks remain adequate to sustainably support lending, while maintaining the capital buffers required by the MNB. Capital buffers strengthen the ability of institutions to withstand shocks, which is of particular importance in the current economic environment.
