The aim of the Guidelines, prepared in cooperation of the Central Bank of Hungary, the GIRO ACH and the working group on additional services of the instant payment project, is to facilitate the wide prevalence of the instant payment service and the support of the developments of additional services based on the basic service. During the service development it is recommended to take into consideration the rules defined in the Guidelines, since this ensures the interoperability of services without the need of further agreements between service providers.

The purpose of the ’Guidelines on the payment and data entry processes applicable in the instant payment system and on the standardisation of the basics of certain related business services’ is to provide guidelines with respect to the operating rules applied by market participants that enable the uniform processing of instant payments. The Guidelines present the basic payment and data entry processes of instant payment transactions that are recommended in various payment situations, and lay down rules concerning the operation of requests to pay and the minimum data content that supports business processes, but it is not intended to define complete business processes in full detail as it is the task of market participants to develop these during the creation of specific services. The Guidelines supplement the provisions of the legislation and rulebooks on the processing of instant payments.

Guidelines on the QR code data entry solution applicable in the instant payment system

The purpose of the Guidelines on the QR code data entry solution applicable in the instant payment system is to avoid the creation of non-interoperable data entry solutions and to accelerate the development and facilitate the widespread use of additional payment solutions that are built on instant payment infrastructures with the definition of uniform data content. This document sums up the main technical parameters pertaining to the QR code-based data entry method linked to the domestic instant payment system, which should be taken into consideration by market participants in developing their payment solutions. The MNB expects the developers of payment solutions to apply the QR code symbology standard specified below in the case of instant payments that are based on QR code data entry.
